Batman and Amanda Waller travel the world to recruit members for the new Suicide Squad. Batman picks up Poison Ivy and Ravan, while Waller convinces Vixen and Bronze Tiger to rejoin the team. They then rescue Captain Boomerang from his exile on a deserted island.
Meanwhile, Count Vertigo leads revolutionary forces in Vlatava. Zastrow, Stalnoivolk, and a group of Soviet metahumans oppose him. Deadshot is also involved. He is working for a shadowy employer and has already had one encounter with Stalnoivolk.
