Synopsis:
Angry that people have mistreated him, Oswald Cloud studies science and becomes a genius inventor. Cloud devises a machine that can make it rain. However, when his invention is dismissed as a crackpot notion, Cloud decides to use it for criminal purposes.

First Cloud blackmails a local baseball team into paying him. When they refuse he causes their games to be rained out. The team contacts Zatara, but the magician is unable to capture Cloud.

Next Cloud is hired by gangsters to create rain to protect them during crimes. Zatara stops the gangsters, then traces them back to Cloud. Zatara finally prevails and captures Cloud, ending his attempts to manipulate the weather.
