Synopsis:
Jimmy receives an anonymous tip about a fire. He is first to arrive on the scene except for a cameraman. The fire turns out to be a hoax and when the same situation repeats itself again later, Jimmy suspects the cameraman is perpetrating the hoaxes.

Jimmy locates Alphonse Baker, the photographer, and finds that the man collects candid photos of mass panic. Jimmy now suspects Baker of creating the hoaxes to capture photos of the panic, but after seeing a news story about a robbery at the location of the first fire, Jimmy knows Baker is innocent. When he receives his next tip, he looks for a crook casing the homes of the panic victims. When he spots Sneaky Storch, a known crook, he captures Storch and identifies him as the hoaxster.
