Synopsis:
A former circus acrobat turned criminal named Leapo escapes from prison. Dressed in a clown suit he begins a new series of crimes under the name Bull's-Eye. Green Arrow deduces that the crook has kidnapped the district attorney who sent him to prison. The archer is however unable to prevent the death of the attorney at a gun range.

Using a clue gained from one of Bull's-Eye's gang, Green Arrow and Speedy travel to Washington. The crooked clown commits another robbery and escapes in a dirigible. Green Arrow shoots the rope ladder attached to the blimp causing Bull's-Eye to fall. He and Speedy then apprehend the crook.
