Synopsis:
The police arrest political boss Paul Jenks on racketeering charges. While Jenks awaits trial, Bugs Benton and his men kill Elmer Watson, a key witness against Jenks. At trial Jenks is set free, but the Spectre learns who the hitmen were. The Spectre convinces one of the hitmen to confess, but before he can Watson's ghost kills the man. The Spectre then tries to protect the crooks, while the ghost continues to strike at them. Using the Ring of Life, the Spectre banishes the ghost, then ensures that the killers are brought to justice.
