Synopsis:
Zatara witnesses Tigress and her new partner Frosty Parke attempting to rob a bank. Zatara uses his power to animate a safe which knocks out Frosty. He then lets the Tigress go free. Frosty is taken to the hospital where he learns about a new invention which allows a man to control the mind of others. Frosty uses the machine to charge himself with power, then leaves the hospital.

With his new power of mind control, Frosty steals a car and robs a bank. He the reunites with the Tigress. Zatara becomes involved again, but he too falls under Frosty's control. The crook orders the magician to jump off a building. Before Zatara lands, Frosty's power wears off. Zatara saves himself, then forces the crook to leave town. To ensure that the mind control machine will never be used again, Zatara visits the hospital and ensures that the machine is destroyed.
