Synopsis:
Green Arrow receives an anonymous tip about an upcoming crime. He stakes out the location, then confronts a masked criminal known as the Wind. Using a powerful wind machine, the Wind is able to stop the archer's arrows. However, the Wind does not complete the crime.

Later, Green Arrow meets the Wind again. As before, Green Arrow is unable to stop the crook, but the Wind doesn't actually steal anything. Green Arrow does realize that some of his arrows are missing.

The missing arrow lead Green Arrow to a collector named A. Wynd. The collector tried to purchase Green Arrow's arrows, but his offer was refused. Wynd, then staged the robbery in order to take the arrows. Wynd then tries to kill Green Arrow with another wind machine. However, the archer prevails and captures the Wind.
