Synopsis:
After docking in a foreign port, the Black Pirate and his son take water from the town fountain. The king's minister arrives demanding that Jon pay tax on the water. When he refuses, Jon and his son are thrown in prison.

The Black Pirate escapes from his cell and returns to the town. He locates the king's minister and kidnaps the man. He shaves off all the minister's hair to make him unrecognizable, then takes him to town. When the minister is forced to pay outrageous taxes, he complains. When he is unable to pay, the guards beat him. After seeing the results of his taxes, he confesses to the king that he has set up the taxes for his own profit. The king eliminates the unfair taxes, and the Black Pirate sets sail.
