Synopsis:
The Penguin escapes from jail and embarks on a series of crimes based on winged people. He sends Batman a clue in the form of small figurines. The first crime involves Cinderella's winged fairy godmother, next a winged statue of cupid, and the third crime involves a flying man sideshow attraction. Batman fails to stop each crime.
The last clue is a man with no face. The Penguin captures Robin and forces Batman to unmask. The Penguin sees that Batman is Bruce Wayne, but Batman uses makeup to fool the Penguin into thinking he isn't Bruce. Batman then apprehends the Penguin and rescues Robin.
