Batman honors the request of President Camaran of Mantegua to visit his country and train a Bat-Hombre to fight the bandit gang of El Papagayo. Batman begins screening candidates, but he finds it difficult to locate a man with the physical and mental abilities needed to become Bat-Hombre.
Finally Batman chooses Luis Peralda, the man best suited for the job. However, Peralda is a member of El Papagayo's gang. As training begins, Batman realizes that the man is a crook. He has Peralda arrested, then takes his place as Bat-Hombre. Batman and Robin then find and defeat El Papagayo and his gang.
