Synopsis:
Police arrest Mitch Daly and Joe Conti of the Purple Mask Gang. The two crooks are convicted and executed, though they vow vengeance during their trial. After the execution, the two bandits appear to have risen from the dead as the Phantom Killers. The ghostly phantoms then kill the judge and district attorney behind their conviction.

Wildcat decides to investigate the case. He begins by visiting Malcolm Glibson, the lawyer who defended the crooks. Wildcat is suspicious of Glibson, but can't learn anything. He then decides to protect the jury foreman who is the next target of the killers.

Wildcat meets the Phantom Killers. After a couple of battles, he prevails. He then proves that the "ghosts" were just crooks wearing rubber masks that looked like the executed men. He also proves that Glibson, the lawyer, was the gang leader.
