This story is continued from Legends #2 and continues in Fury of Firestorm #56.
Synopsis:
Firestorm and the JLA are buried in rubble by Brimstone. Firestorm is able to escape and continue the battle. However despite the Nuclear Man's best efforts, Brimstone devastates New York, then flies away. A mob blames Firestorm for the damage, so he returns to Pittsburgh.
When Firestorm splits back into Ronnie and Stein, the two men argue about how to proceed. Stein wants to abide by the President's ban on super-heroes and retire. Ronnie, however, wants to continue as Firestorm.
When college student Jack Sawyer is inspired by Gordon Godfrey to begin burning books on campus, Ronnie summons Firestorm. However, the Professor is unwilling to participate. Divided in purpose, Firestorm is paralyzed into inaction and Sawyer's mob begins to attack him.
