This story is continued from Outsiders #23.
Synopsis:
The Outsiders follow Fusion to Camp David where the Russian intends to kill President Reagan. The Soviet super-villain kills several guards which alerts the military. The Outsiders are spotted and chased by the guards. The team splits up. While Black Lightning, Katana, and Windfall divert the guards, the others locate and fight Fusion.
Fusion defeats Geo-Force, Metamorpho, Halo, and Looker. He then goes after President Reagan. Batman has disguised himself as Reagan and leads Fusion away from the real President. He boards an airplane with Fusion in pursuit. In the air, Batman jumps into the sky without a parachute. Halo saves him, while the plane crashes with Fusion still on board.
