Synopsis:
Will Payton receives a job offer in San Antonio. On the flight from Phoenix, he is attacked by Bolt. Starman easily defeats the mercenary, who barely escapes by teleporting away. Will takes the job and learns that he will be able to work remotely from Phoenix. Bolt appears again, having tracked Starman to San Antonio. This time Bolt has boosted his power and is able to fight Starman at a more equal power level. Starman prevails. Bolt's teleporter is destroyed, preventing him from escaping this time.
Bolt refuses to reveal the identity of his employer, Alan Madison. Alan did so on behalf of Dr. Melrose who authorizes his newly created Power Elite to take on Starman.
