Synopsis:
Several mob bosses in Gotham City have recently been killed. Batman receives information that another will be targeted. He conducts surveillance on Jacobi, the intended victim, but he is unable to stop the murder which is committed by an armed helicopter. The same helicopter is used in an attack on the next target, Rosselli. Batman tries to get the targets to safety as a missile from the helicopter brings the building down around him.
Elsewhere, Alfred meets with a parole board concerning Anthony Zucco, the man who murdered Dick Grayson's parents. He shares with the board, the story of Zucco and Grayson in an attempt to keep the killer in prison.
Back at Bruce Wayne's estate, Dick Grayson returns. He has come to check up on Bruce who seems to be in denial concerning the recent death of Jason Todd.
