Synopsis:
Clive Arno and his son conduct an experiment on the power coins in the San Francisco lab of Dr. Stefan Tracy, Arno's father-in-law. A massive earthquake interrupts the tests. Dr. Tracy, who was simultaneously conducting his own experiment using an atomic nullifer is sucked into another dimension. Tracy is transformed and evolved into Dr. Evil.

Clive and Carl recover. Most of the coins are lost but a few remain. They use the coins to become Captain Action and Action Boy. Father and son then take to the streets to help those people injured in the quake.

Dr. Evil returns to Earth and plans to eliminate mankind. Using his new powers and science, he begins transforming northern California by diverting rivers and crumbling mountains. Captain Action and Action Boy try to save lives and limit the damage, but Action Boy is injured while stopping an avalanche.

After taking Action Boy to the hospital, Captain Action visits Dr. Tracy for help. He learns that Tracy has become evil. The two battle inside Dr. Evil's laboratory. Captain Action prevails, but his foe escapes.
