Rafael Sandoval does not appear as El Diablo in this story.
This story is continued from El Diablo #13 and continues in El Diablo #15.
Synopsis:
Rafael Sandoval travels to Mexico and poses as an immigrant trying to cross the border. He wants to expose the coyote operation of El Tiburon who killed several immigrants. El Tiburon successfully gets Rafael and his new friend Israel across the border, but then leaves both of them in the hands of the border patrol.
Meanwhile, Yolanda approaches Virginia Dix about the whereabouts of Rafael after she makes the connection that he is El Diablo.
