This story continues in part in the third story of Adventure Comics #267 featuring Green Arrow.
Synopsis:
An old foe of Aquaman’s, "Shark" Norton and another prisoner, Horace "The Wizard" Kates, escape from prison. Norton decides to take his criminal activities to land based crimes to avoid Aquaman. Wizard, an old foe of Green Arrow, decides to committ sea based crimes to avoid his nemesis.
In order to catch Norton, Aquaman constructs a helmet which contains life sustaining water and that also can be communicated through. His fish friends are hauled around town in an aquarium on the back of a truck. Aquaman is able to thwart Norton’s first few crimes with the help of his fish friends, so Norton threatens the Star City Aquarium. Aquaman arrives to confront his opponent. When the glass to the fish tanks is broken, the fish spill out and capture Norton and the gang.
