Synopsis:
The Jailer is paroled from prison and apparently has gone straight. He begins capturing criminals as they flee from the Blackhawks. He then turns them in for reward money.

Blackhawk suspects the Jailer has not changed his criminal behavior. After the Jailer captures the Penthouse Gang, Blackhawk follows him and discovers the Jailer is stealing the gang's hidden loot. The Jailer is then captured and sent back to prison.
