Synopsis:
A costumed crook named Mr. Millions begins a series of robberies in which he uses crowds to his advantage. He scatters money and valuables which cause the crowds to swarm. This creates a distraction, so that he and his partner can perpetrate bigger robberies. He also uses the crowds to escape from the Blackhawks. To capture the crook, the Blackhawks set a trap with a phony newspaper article concerning a rare manuscript. When Mr. Millions tries to steal it, the team is waiting. This time, the Blackhawks capture their foe.
