Comments:
Although All-Star Squadron #19 shows that the JSA banding together as the Justice Battalion was only a dream created by Brain Wave, Hawkman reveals in this issue that the War Department has contacted him to form just such a group. Wonder Woman agrees to become the group’s secretary, though not a fully-fledged member as proposed in All-Star Comics #11.

Cyclotron’s costume is a duplicate of that worn by the Atom beginning in 1947.

The Hammer of Thor was last seen in All-Star Squadron #18.

This story, which takes place in early February, 1942 is continued in part from All-Star Squadron #20 and continues in All-Star Squadron #22.

Synopsis:
Following their battle with the Brain Wave, the All-Star Squadron splits up to handle several loose ends.

Hawkman, Atom, Dr. Fate, and Firebrand visit the demolished JSA headquarters to retrieve the Hammer of Thor used by Fairy Tales Fenton. They are attacked by Cyclotron and the Creepy-Crawlies, who take possession of the Hammer, while burning down the JSA’s building.

The remaining members of the JSA and Wonder Woman, who has joined as secretary, travel to Washington to form the Justice Battalion.

Green Lantern, Liberty Belle, and the recently arrived Superman take a trip to Superman’s Secret Citadel to store the Powerstone that Superman has found and for Belle to get ideas for transforming the Trylon and Perisphere into the new Squadron Headquarters. They come under assualt from more Creepy-Crawlies and Deathbolt. While they are able to hold their own, the Powerstone is taken by the mastermind of the villains, the Ultra-Humanite, an old foe of Superman.
