Comments:
This story is continued from Legends #4 and continues in Legends #6.

Synopsis:
Despite his guilt over the death of Macro-Man, Billy Batson resumes his role as Captain Marvel to halt an angry mob. Around the country other heroes are disregarded the ban on super-heroes to continue their roles as protectors. G. Gordon Godfrey leads a protest on the steps of the Lincoln Memorial. The crowd plans to lynch Captain Boomerang who has been captured. However, Doctor Fate interrupts the demonstration bringing with with the gathered heroes Batman, Superman, Guy Gardner, Flash, Black Canary, Blue Beetle, Changeling, and Captain Marvel.
