Synopsis:
On the steps of the Lincoln Memorial, several super-heroes make a defiant stand against G. Gordon Godfrey and his followers. Godfrey turns loose the Warhounds then calls in Parademons to battle the heroes. While the battle rages, the Martian Manhunter stops an assassination attempt on President Reagan convincing him to rescind the order outlawing super-heroes.
Eventually the mob surrounds the heroes. Before they two parties engage, a group of children led by Robin and Lisa Sutton speak up in defense of the heroes. Godfrey slaps Lisa to silence her which turns the crowd against him. With his hold broken he tries to use the Helmet of Nabu which the Parademons have taken from Dr. Fate. The helmet backfires, neutralizing Godfrey. The mob disperses, and most of the remaining heroes decide to reform the Justice League.
