This story continues in Detective Comics #588.
Synopsis:
Batman patrols the streets of Gotham and saves a mugging victim by defeating both her attackers. He then tracks down Bannen, an informant, who gives him the location of Harlan Woolf, a drug smuggler. While Batman waits at the docks for Woolf, the police chase Derek Mitchel, an escaped convict. Woolf sees the police and attempts to turn his boat around. Batman boards the boat to capture Woolf. Instead, the drug smugglers dives into the stormy waters.
Back on the docks, lightning strikes a hazardous waste depot where Mitchel was hiding. It causes an explosion, leading police to assume that Mitchel is dead. Batman then turns over the drug shipment he took from Woolf's boat to the police. After they leave Mitchel emerges from hiding. He was exposed to toxic waste and lightning which have turned him into the Corrosive Man.
