Synopsis:
Tannarak confronts the Phantom Stranger in the New York apartment of Doctor Thirteen. He reveals that the Lords of Chaos have brought him back to life in order to assist them with asserting the rule of chaos. The two mystics battle in the sky above the city with Tannarak prevailing. He then takes the Stranger to the Bronx Zoo for the next stage of his plan.
Meanwhile, Doctor Thirteen and Cassandra Craft follow the two mages to the zoo. Cassandra tries to help, but her path is blocked by a fence. Tannarak then transforms a group of jungle cats into a single giant cat creature.
