Synopsis:
Rafael Sandoval has recently been elected to the city council in Dos Rios, Texas. At night he also works to help his neighborhood as the masked vigilante, El Diablo. He begins investigating the growing drug trade in the neighborhood which leads him to a park. He interrupts a drug deal, but he learns little. Later, one of the kids from the park shoots a tourist in the street while high on drugs. El Diablo asks his friend Chuy Salinas to start asking questions. When Salinas calls him, El Diablo walks into an ambush.
