Synopsis:
Rafael Sandoval grew up poor in Dos Rios, Texas. As a teen, he received coaching as a boxer from Father Guzman, but he also led a destructive life. When his best friend Andy Villareal was shot, Rafael joined the army. They paid for his college education in law. He returned to Dos Rios where he won some acclaim as a defense attorney. He eventually came to the attention of Mayor Tommy Longstreet who sponsored Sandoval for the city council.
After his election, Rafael found that his influence on change was ineffectual. In order to help his community threatened by a shady real estate company, Rafael donned a mask and set a trap. When arsonists working for the company attempted to burn down a local restaurant, Rafael stopped them. Urged on by his community Rafael chose to continue his efforts as the masked El Diablo.
