Synopsis:
Several children including Jody Cahill sneak into an amusement park after dark where they discover the body of a night watchman. The Phantom Stranger appears and explains how he once solved a mystery in this very same park ten years earlier.

Meanwhile, the owner of the park, Jerry Cahill, is meeting with Dr. Thirteen to investigate the recent string of accidents which are affecting the park. The ghost of Vasti is said to be to blame, but Thirteen does not believe in ghosts. When Jody is discovered missing, Dr. Thirteen rushes to the park to find him.

Dr. Thirteen finds the Phantom Stranger and the children, but Jody has disappeared. They search the park and avoid attacks by the supposed ghost. Eventually, the ghost is unmasked. It turns out to be Jay Cahill, Jerry's brother, who hired Vasti years ago to sabotage the park. Jay is caught, Jody is rescued, and the Phantom Stranger uncovers dynamite which was intended to bring an end to the park.
