This story originally was not titled; the title shown here was given on the contents page of Superman:The Dailies in which the original newspaper strip version of the story is reprinted.
Superman Daily Strip #127-162, 06/12/1939-07/22/1939
Synopsis:
Superman rescues an escaped orphan, Frankie Dennis, from being killed by a train. When he recovers, Frankie explains that the superindendent at the orphanage mistreats the children. Clark takes him back to the orphanage to help expose Superindendent Lyman.
Lyman pretends that everything is fine to get Clark to leave. Later, Clark returns with Lois followed by some other reporters. Lyman threatens the children in order to keep them quiet about his mistreatment. Clark suspects something but can not prove it.
As Superman, Clark returns to the orphanage that night. He finds evidence that Lyman is grafting on the food supplies. Lois also returns to find Lyman beating Frankie. Exposed, Lyman traps Frankie, Lois, and the other children inside and sets the building on fire. Superman saves everyone and captures Lyman. The orphanage is then turned over to proper care.
