Synopsis:
Mr. Gaol, who comes from a long line of prison builders, submits a design for a new jail following an prison break. When he hears his ideas being ridiculed, Gaol sets out to prove himself to the world.

Calling himself the Jailer, Gaol procedes to capture Andre and Olaf of the Blackhawks and imprison them in special prison cells. He then forces Blackhawk to surrender and places him in a cell in the sky. Blackhawk manages to escape and defeats the Jailer. After rescuing his teammates from their cells, Blackhawk explains to Gaol that his prison designs had actually been accepted. It was another man's design that was being mocked.
