Synopsis:
Timid Professor Egbert Whipple invents a device that concentrates moonbeams which amplify his thinking ability. Whipple is then capable of making tremendous scientific discoveries. However the moon beams also warp his mind, making him evil.
When the moon is out, Whipple becomes the criminal known as Moonglow. Star-Spangled Kid and Stripesy battle Moonglow, but the crook escapes them. Whipple wants to turn himself in. Each time he tries though, he is transformed into Moonglow. The Star-Spangled Kid eventually learns Moonglow's true identity, then apprehends the crook.
