This story is continued from Flash #13.
Synopsis:
Flash tracks down Vandal Savage who has created Velocity 9, an addictive drug which gives the users super speed, but kills them if they do not continue to use it. Wally is ambushed by speedsters and knocked out. Savage then injects him with Velocity 9. Flash goes berserk. When he regains control he seeks out Trudy Powell, then passes out. Trudy cares for him until he recovers, but his powers have disappeared.
Nick Bassaglia returns home to find the Flash and Trudy together. While he was once an opponent of Savage, Bassaglia now works for him. Savage intends to use the mobster's organization to distribute his drug. Flash is then imprisoned with Dr. Bortz who Bassaglia contracted to create a synthetic version of the drug.
After a few days Wally's powers begin to return. Savage orders Bortz to inject him with another dose of the drug. Bortz turns against Savage and surprises him by injecting him with the drug. Savage goes mad and runs off after a fight with the Flash. Tina then helps Wally get home where his mother informs him that she has lost his fortune with a series of bad investments.
