Comments:
This story is continued from the first story of Flash #12 and continues in Flash #14.

Synopsis:
Vandal Savage orders his men, who are drugged with Velocity 9, to kill Wally West. Wally is attending a party at Nick Bassaglia's house. Nick is a mobster being threatened by Savage. When the two super speedsters arrive, the Flash defeats them. Bassaglia's men take one of them prisoner, but the drug in his system kills him.

When Savage learns that his men failed, he sends more men to drug Bassaglia's henchmen. They are forced to work for Savage because they must take more of the drug to stay alive. He then orders them to kidnap Bassaglia. When the mobster turns up missing his girl friend alerts Wally who then runs off to find him.
