Synopsis:
When flagmaker Titus J. Flagsmith is insulted by a Moravian ambassador, he goes berserk and kills the ambassador. Flagsmith then forms a criminal gang which uses flags in their crimes. The crimes soon bring the attention of Green Arrow, who sets a trap for Flagsmith. The trap fails resulting in Speedy's capture. However, Speedy uses a flag of his own to signal Green Arrow, who successfully captures the crooks.
