This story is continued from Green Arrow #17.

Synopsis:
The Horseman continues his search for the red head girl Dawn. Her killers, a gang of bikers working for Manny D'Agostino, find the Horseman and confront him in the streets. Green Arrow interrupts the fight and realizes that the Horseman was not the girl's killer. After the biker gang is defeated, the Horseman explains that the girl was brought across the border from Canada as part of a human trafficking ring. He was a cop looking after his own interests instead of the girl's. Ollie helps him finds evidence that the girl collected that can help to shut down the human trafficking operation.
