Synopsis:
A recently deceased eccentric millionaire offers five million to charity if Green Arrow can use 13 superstition arrows to fight crime. Green Arrow uses the strange arrows such as the ladder arrow, the ace of spades arrow, and the black cat arrow to stop thieves.

C.M. Hawkins the executor of the will accompanies Green Arrow to watch. After crook after crook are brought down by the arrows, one of them reveals that Hawkins hired them. Hawkins tries to escape, but Green Arrow uses another arrow to capture him. Hawkins planned to make the archer fail, so that he could embezzle the money.
