Comments:
This story shows Green Flame and Ice Maiden as members, so the story must take place after Justice League International #14. However it must also take place before Justice League International #15 since Mister Miracle was sent into space in that story. It cannot take place after his return because Colonel Rumaan Harjavti, who appears in this story, died while Scott was in space. Therefore it must take place between those two issues even though events in those stories leave little time for these events to take place between them.

Synopsis:
The Joker meets Colonel Rumaan Harjavti. They come to an agreement in which the Clown Prince will kill the Justice League while Harjavti will use his country's resources to learn Batman's secret identity. The Joker is given some of Harjavti's men which he uses to follow the League members as they conduct their daily lives.

Blue Beetle and Booster Gold take jobs as repo men. Their first assignment is to take possession of a tank which belongs to STAR Labs. However, the tank is in the possession of the 1000. They steal the tank and drive it to a barbecue at Scott Free's house. The other members of the team attend also.

While the League enjoys the barbecue, the Joker takes over the tank and crashes the party. The 1000 also shows up to take back the tank. The League is able to disable the tank and capture the villains just as Batman is arriving. The Joker demands to be taken back to Arkham, but after seeing the carnage, Batman continues driving without stopping.

Two weeks later, the Joker visits Harjavti in Bialya.
