Synopsis:
Wolf Lupo, a gang boss, is running a protection racket in Big City. Witnesses are afraid to testify, except one man named Kraus. Lupo’s men kidnap Kraus and take him to their hideout to silence him.
Meanwhile, District Attorney Dan Rogers is puzzled on how to proceed against Lupo. Rogers’ son Tommy offers to help, but his father denies him. Instead Tommy and his friend Tubby dress as mystery-men and visit their clubhouse, where they find Kraus, the kidnapped man.
The boys take on the gangsters, and the timely arrival of another boy named Toughy allows them to triumph and rescue Kraus. They decide not to reveal their identities and continue as mystery-men.
