The machine is a hoax that the Man of Steel and Dr. Carr concocted to gain evidence against crime boss Big Jim Martin. Superman faked his power loss to establish credibility for the machine. The next predictions of the machine lead to the arrest of Martin's men. Superman then tricks Martin into a confession that leads to his downfall.
