This story, which takes place on December 7, 1941, tells the origin of the All-Star Squadron.

Degation reveals that he and his minions are time travelers from the year 1947.

Captain Triumph is depicted on the cover of this issue, although he did not debut until 1943.

This story is continued from the second story of Justice League of America #193 and continues in All-Star Squadron #2.

Synopsis:
After learning that the other members of the Justice Society have been kidnapped, Hawkman and his new ally Plastic Man battle the King Bee on their way to Washington D.C. in the early morning of December 7, 1941. During those same hours, Pearl Harbor is attacked by Japanese. Navy ensign, Rod Reilly and his chauffer, Slugger Dunn, are both injured in the attack.

The Atom and Dr. Mid-Nite learn of the attack while attending a Redskins game and rush to the White House along with the newly acquainted Robotman. Outside the White House gates in their civilian identities, Johnny Quick and Liberty Belle see the heroes arrive and crash the meeting. Hawkman and Plastic Man arrive too, in time for the President to gather the heroes into a single unit known as the All-Star Squadron in an effort to protect the homefront.

Meanwhile, Per Degaton, whose minions have already captured most of the JSA, has captured the Shining Knight and plans an attack on the shores of San Francisco.
