Synopsis:
A criminal known as the Voice creates a device which causes all sound within a city to be suspended temporarily. When the device is used, he sends men to rob a bank. They are unable to call for help or sound an alarm without the use of sound. After the crooks leave, the Voice presents a blackmail demand to the city.

The following day, the Voice uses his device again. Green Arrow and Speedy attempt to stop the gang from committing further robberies, but Speedy is caught from behind. The gang takes him as a hostage and nearly escapes in a submarine. Green Arrow follows and rescues Speedy, but the Voice is not apprehended.

Green Arrow then arranges signals with the city police commissioner. When the Voice and his gang strike again, Green Arrow uses arrows fired into the air to alert the police to the robbery location. The Voice is then apprehended and his sound device is placed into Green Arrow's trophy collection.
