This story is retold in flashback in All-Star Squadron #29.

Synopsis:
Scientist and inventor Dr. Doome constructs a time machine and plucks five of history's villains from their rightful places in time, bringing them to 1942. Doome plots with the villains to take over the world, but first he needs five precious metals to complete his time machine, allowing it to transport him into the future.

Green Arrow and Speedy witness a raid by the villains and alert the Seven Soldiers of Victory. The Soldiers then split up to stop the villains. Star-Spangled Kid and Stripesy prevent Napoleon from stealing a supply of gold; Green Arrow and Speedy battle Alexander the Great; the Shining Knight stops Ghengis Khan from stealing a load of platinum; Vigilante and Billy Gunn handle Attila the Hun; and the Crimson Avenger and Wing stop Nero's theft of uranium ore. The villains each escape capture by transporting themselves back into their own time periods.

The Soldiers converge on Doome's hide-out, but the crooks escapes into the past. The Soldiers follow him, finding him during the Trojan War. Doome returns to 1942, believing the Soldiers are trapped. However, Speedy has take one of Doome's control rods, allowing the heroes to return to the present. Doome makes one final attempt to escape into the future before his time machine explodes.
