Synopsis:
Rookie cop Buster Anderson makes his first arrest when he nabs racketeer Dapper Joe for assault. However, within minutes, Dapper Joe is released when the political bosses manipulate the law. Mr. Terrific takes an interest and decides that the bosses must be stopped first.

Mr. Terrific meets with the district attorney who knows the men are guilty but can't get the proof he needs. Mr. Terrific plants special money which the racketeers collect and return to the bosses. He then has the racket bosses called to a meeting with the district attorney. The men are in possession of the special money, which gives the district attorney the proof he needs to arrest them.
