This story must take place after Starman #25 in which he receives a new costume.
Mister Miracle returns to Earth in this story.
Synopsis:
The Justice League conducts a membership drive. Starman, El Diablo, and Hawk and Dove are approached and reject offers to join the team. J'onn wants to step away to focus on personal matters. Mister Miracle then returns from space, but he too wants to focus on his personal life instead of the League. Manga Khan, who dropped off Scott, trades L-Ron to the League in exchange for Despero. With the departures and rejections, the team appears to be short-handed, until Orion and Lightray enter to request membership.
