Synopsis:
A criminal scientist uses a ray of electricity to immobilize everyone on a city street. His men then loot a bank wearing suits of rubber. The Crimson Avenger traces the ray across the river to the source. He finds the scientist and captures one of his henchmen. When the crooks strike again, the Crimson Avenger stops them and turns them over to police.
