The Shadow War storyline officially concludes with this story.
Synopsis:
Hawkman and Hawkwoman have been captured by the Ruling Council of Thanagar. Hawkman uses his cybernetic control of a dummy wingman to distract his foes and escape. He and Hawkwoman then defeat the council just as reinforcements arrive in the form of Rul Pintar and the Wingmen.
Although he is defeated, Shar Gomal triggers a device that causes a chemical in the water supply to transform the Thanagarans into monsters. Hawkman and the unaffected Wingmen then battle the monsters. Hawkman eventually deduces that Byth's shape-changing formula can counteract the chemical. Once the antidote is distributed, the people return to normal.
The people of Thanagar then cry out for Hawkman to lead them. He strongly opposes dictatorship, but now realizes that it is the only way for Thanagar to recover. He refuses to make himself a dictator so he appoints Rul Pintar to be the benevolent leader of his planet. Hawkman and Hawkwoman then return to Earth.
