Synopsis:
A group of spaceships crewed by intelligent robots arrives in orbit around Earth. The group is known as the Cluster and is led by Manga Khan. The Cluster issues an ultimatum to the people of Earth demanding that they trade their resources or be destroyed. The leaders of many nations debate the offer at the United Nations.
Fearing the many countries will not be able to make the deadline or reach a united decision, the U.N. representatives summon the Justice League. With Batman and Black Canary unavailable, the Martian Manhunter is forced to petition the services of former Global Guardians, Green Flame and Ice Maiden, both of whom want to formerly join the JLI.
Elsewhere, Gnort lands on a planet recently plundered by the Cluster. After learning what happened to this planet, he uses his power ring to follow the Cluster to Earth.
