This story is continued in part from Flash #20. It occurs concurrently with Manhunter #8. Flash, Chunk, Manhunter, Fidel Castro and the Durlans all appear concurrently. The appearances of Mary West and Frank West in this story precede their appearance in Manhunter #8.
Synopsis:
Wally West awakens after spending the night on the streets. He learns that the Earth has been invaded by aliens and is forced to beg for change. He calls the Justice League for help. Booster Gold answers and gets him to a meeting in Washington. The military then dispatches Wally and Chunk to Cuba which is being using as a staging area for the invasion of North America.
Wally's plane is shot down and crashes in the jungle of Cuba. He and Chunk then encounter Fidel Castro who is on the run after a Durlan spy has taken over his government. After a couple of skirmishes in the jungle, Wally takes Castro to a press conference being held by the Durlan imposter. The Flash and Castro then trick the spies into revealing themselves. With the aliens now on the run, Wally leaves Cuba to attend a meeting.
