This story continues in Captain Atom #35.
This story must take place before Justice League Europe #7 in which Captain Atom's powers have been restored.
Synopsis:
Captain Atom, while powerless, maintains his role as leader of Justice League Europe. While the public is not informed of the power loss, Tom Emery does know. Emery, who has been hired to play the role of Captain Atom's old enemy Doctor Spectro, is disgruntled by a salary cut. He decides to go after Captain Atom while he can.
In Paris, Doctor Spectro kidnap Catherine Cobert and uses her as bait to lure Captain Atom into a trap. However, despite his lack of powers, Captain Atom easily beats Spectro. During his rescue of Catherine, some of Captain Atom's powers suddenly return.
Back in America, Anton Sarrok and Homer Lockleed have escaped a mental facility. They make their way to the installation where Eiling and Megala are studying the Silver Shield. Sarrok is able to get it to stop glowing, which coincides with the return of Captain Atom's power. As Sarrok meets with the other members of the project, Captain Atom bursts into the room and demands answers.
