Comments:
Captain Atom does not appear in this story. He is setting up the JLI embassy in New York as shown in Justice League International #8.
Synopsis:
While Captain Atom is helping the Justice League International set up their new embassy in New York, Dr. Megala and Babylon visit the Damon Clinic where Megala was once a patient. Homer Lockleed steals Babylon's gun and uses it to hold Megala and the patients hostage. Babylon mounts an unauthorized rescue and takes down Lockleed. As a result of the incident, Megala's friend Anton Sarrok snaps out of a catatonic state.
Elsewhere, Allard evaluates Captain Atom's position in the new international Justice League. Hadley, another officer, leaves the meeting early to eliminate a report who is investigating Captain Atom's background. Hadley reveals himself as a Manhunter spy.
